Concerning InkCut....i too want to use InkScape with a vinyl cutter. However it says to put its extensions in ~/.config/inkscape/extensions ....um there is no such directroy on my system. So I can't copy those extensions into a nonexistant directory.
im setting up a FREE software system for a friend to use on a Roland camm servo 1 GX-24 that she bought from a estate sale. It cost her all her dough, now for her to keep it she needs software that won't cost a bundle to use to make vinyl signs.
InkScape is easy to download.....but to download InkCut and intall it in InkScape.....aaaaahhhhhhhhhhhhhhh.

will someone please tell me how they did it..
Using Ubuntu 16.04, but willing to switch to any Linux or BSD distro. Will do whatever i need to do to get it done...just give me a clear recipe and i will DO IT.

Welcome to the forum!
As you can see, I split your message out into a new topic.
If you browse to Edit menu > Inkscape Preferences > System, and look at the file path for User Extensions, that's where you should install InkCut. That's where all extensions should be installed. You must put all the INX and PY files there. Not in a folder there, but by themselves there.

If the extensions subfolder in your ~/.config/inkscape directory does not yet exist, create it.

Does the software use that folder normally even if you create it manually? I didn't think it works that way.

Even if you create the folder manually, Inkscape will still use it. That's the folder where Inkscape expects the extensions to be. So it doesn't matter whether Inkscape creates the folder, or you create it. Inkscape can use it either way.
Of course you couldn't create some different folder, and expect Inkscape to know it's supposed to use it. But as long as you create that exact folder, it will work.

In versions < 1.0, Inkscape never creates that folder. But you can.
In versions >= 1.0, Inkscape creates the folder when you try to open it from inside Inkscape.
