Back from testing. To navigate while using the measure tool, use +/- for zoom, shift-arrows for pan (I know, holding mouse and shift and arrow is not so easy). Oh my that was a hassle. I still ask why normal mouse-zooming and -panning is killed while measuring. I never hit the exact place to zoom in...
