Yes, certainly AFTER you convert to path (simplify only works on paths).
It would be BEFORE you save it.

If you have an unncessarily complicated path you can Simplify it with Path -> Simplify (Ctrl + L on Windows).

Interesting... My problems were on a hp LaserJet 1200 (B/W).

I just tried it on my color hp deskjet 940c and it printed fine.
