No, the SVG format doesn't support nodes with more than 2 connected segments, so T-shaped joins are not possible. Trace Bitmap puts the traced path directly on top of the image you're tracing, so doesn't always look like it's done something. As you've found, the Tweak Tool affects the objects inside the group, not the group itself. What Moini is suggesting is that you can clone the group, then use the Tweak Tool on the clone - it's just a single 'object', so will rotate as a whole. Bad news, I'm afraid. The file you uploaded contains no data, just null bytes (i.e. every byte in it is set to zero). You can try looking at the Inkscape preferences (Ctrl-Shift-P).
