The problem is (and I'm 100% sure) the new Windows 10 Fall Update. I encountered the same problem and have been unable to solve it. The problem is, that since the last update, newly installed fonts are put into a different directory, namely: C:\Users\<username>\AppData\Local\Microsoft\Windows\Fonts...
