Some GNU tools have been ported to Windows by the GNUwin project. Sed is available at http://gnuwin32.sourceforge.net/packages/sed.htm

HI,
We're currently working on it (and on the other help menu items), and expect it to work with Inkscape 0.49.
The issue here is that the help menu links are opened thanks to an external python extension that is not easily allow translation. Thus it needs some code redesign...
