Tomh, That worked great. Everything stays to scale, and fills the whole screen. Now I need to get a better handle on the program ( inkscape ) so I can create a nice svg for some backgrounds and web pages. I managed to get one of the svg positioned / aligned at center. It is not exactly the process I wanted to take so I am still looking for a better solution. Each of the boarders are separate svgs that I created with inkscape (one left, one right, one top, one bottom). I was not sure how to create one...

I managed to get several scalable scgs on a page and thought it would be helpful to others to see how I did it. I looked at the SVG and HTML at Jeff Schiller site http://codedread.com/ .
