Tomh, That worked great. Everything stays to scale, and fills the whole screen. I managed to get one of the svg positioned / aligned at center. It is not exactly the process I wanted to take so I am still looking for a better solution. Each of the boarders are separate svgs that I created with inkscape (one left, one right, one top, one bottom). I was not sure how to create one...
