Release early, release often is an often heard software developtment philosophy. Unfortunately the releases of Inkscape are done very irregularly and the time span between two releases is extremely long from ~6 months (0.48.1 > 0.48.2) up to 1.75 years (!) (0.46 > 0.47). The roadmap wiki page is completely outdated. So either it should be updated or removed and the link to it changed to the Launchpad timeline.
