You are right, with very small objects it snap to the corners. I tried this:
In the Document Properties, Snap Tab, and reduce the distance for Snap to Grid and Snap to Objects. I have 1 for objects, and 10 for grid.

In the Snap option bar, be sure to check just Snap to boxes centers, grid and nothing else. See the attachment.

I suggest (like 4th option) to export bitmap juts like an extra workaround, you know, theres many ways to achieve our goals, so trotsepapa wants to copy/paste a section of his draw, he doesn't specifies if he need the vectors or not; bitmap could be a solution. May be the problem is my poor english!...

You can avoid the line thickness scaling by unmarking the firs of this option (see the attachment) when you select the object.

Your are thinking in a Bitmap way, where you can select pixels as you like; Inkscape work with Vectors, standalone polygons; you cant select just a part of that. What you can do is: 1. Did you try "Rasterize effects" in the Inkscape PDF dialogue? Other option could be ALT+B, it creates a Bitmap copy of the selection, then you can save your PDF again; your file is for print, so be sure to set the resolution of bitmap clones to 300dpi in the Inkscape preferences. This is a...

Remember that the Inkscape SVG doesnt render fine if you have paragraph texts, and with some other details. I know browsers render just plain SVG.

Can you import the EPS, AI to Scribus and export from there?
Can you view your exported files with any other program?
My Illustrator CS4 open my SVGs without problems, just be sure to convert text to nodes and rasterize effects.

And in the export to PDF dialog, select rasterize ffects, and convert text to paths. If the artwork is for print select 300 dpi for the rasterize.
