Indeed, there is nothing wrong with tracing in general. But if you do tracing of some image, you should say that it's tracing and put link to original image.
Anyway, I don't believe it's hand tracing.

It seems someone submitted this bug on launchpad. https://bugs.launchpad.net/inkscape/+bug/693010 I hope it will be fixed ASAP.

Exporting is not extra step, it's like saving in gimp or any other raster editor.

What version of Inkscape are you using? I'm using latest build (R9934) from here: http://inkscape.modevia.com/win32/?M=D But this problem is not new for this build. I don't think it's same bug. With inkscape 0.47 i had often got this kind of "broken" image when i take screenshot and then just paste it into inkscape. After some changes in options situation has become worse - i allways get a crash when i try to paste... But if I delete preferences.xml, ...
