A suggestion:
Instead of changing the background of your bitmap to pink, why not change it to transparent? Then trace the bitmap. Does this work?

Select the object whose colour you want to change.
2.
Select the colour picker tool. It is the eye dropper on the tools bar. Use it to click on the required colour in the bitmap. The object you selected in 1 will change colour.

Firstly: Do you need to vectorize the map? You can keep it as a png, add a new layer above the map, then put the names on the new layer. Secondly: Your map is not truly black. I used your method as an exercise. Much easier than the European Flag tutorial which uses Euclidean Geometry to place the circles.
