How hard can it be? Set the size of your object (at the mouse cursor in the screenshot) then the dpi in the export dialogue.

Raise to top has always worked for me. Maybe someone could spot the issue if you provide the file.

Does the header look ok if you open it in for example Gimp?

If it does, maybe you have black shadows on a black background.

My OS comes with lots of asian fonts that are nice to have when browsing web pages, but when I'm working in Inkscape they just get underfoot.
