Lets say I had an ellipse (or other irregularly shaped object) and I wanted to put gear teeth around it. Is there a way to create the tooth, point some function at the tooth and the path and make this happen?

If I understood you correctly you need Pattern on Path effect, you can apply it using Live Path Effects

draw a tooth (the basic element to be repeated), copy it
draw ellipse, apply Pattern along path LPE to it
click the paste button
choose Repeated, single
