Im from Holland and try to speak so good if possible for me.
My question is:
I found a picture on google and want to make a vector of a part of the image.
When i draw with the beziertool and use clip -> set.
The part of the picture i want is away from the whole picture.
But when i wanted to trace the bitmap i got the whole picture back.
So i have to know how i can cut out the part of the image i wanted.
So i can trace it by bitmap after.
Hope someone can help me.

One option is to use a bitmap editor, such as The GIMP, to remove the parts of the image you don't want before you import it into Inkscape. But as you've already done the clipping in Inkscape, you could try this approach:
1) With the clipped image selected select Edit > Make a Bitmap Copy. This will make a copy of the clipped version of the image as a new bitmap and place it directly on the original. The status bar at the bottom of the window will show "Image" rather than "Image... clipped".
2) Optionally move it so you can be sure which image is selected.
3) Now use Path > Trace Bitmap as usual, but with the new image selected.
One thing to note is that "Make a Bitmap Copy" will re-sample your original image based on the Resolution value set in Inkscape Preferences > Bitmaps. You may need to increase this value to get a higher resolution version of the image if you find you're losing some of the fine details. As you're going to vectorise the result anyway, however, I doubt it will be a problem.
