I am doing my first steps in the program
Please advise

Every time i ask for new page the program open new program
The shortcuts like undo and select all is not working

Who can help please..

Inkscape does not support more than one page per document... no artboards, no tabs.

You might try exploring the tutorials in the help menu.

Do you know why the shortcuts are not working?

What language are you using Inkscape in? What is your computer's system language? What is your operating system / desktop?

It is lepton windows 10 64 bit
Language is Hebrew
The software language is English

...mmh, I faintly remember there was an issue with keyboard shortcuts not working with non-Latin keyboard layouts (in this case, Hebrew) being fixed recently. Ah, here's the discussion:

I checked and the language changed didn’t fix it
I changed the English to my first keyboard. I saw on the link that there is develop version in the forum and I download it but it is 64 bit, do you know where I can find the same develp version in 32bit?

(but you should know that this is the unstable development version. It has severe performance issues on Windows, as far as I know. Use it to test if it fixes the issue, but it's probably not a good idea to use it for real work.)
