Few years ago, i was there to have some information about a web application : SVG-Edit.

You might want more of a CADing application. There are many electrical-design applications in FLOSS world.
An alternative of course is download the library from OpenClipArt where you can find many png/svg elements to work with.

I test Dia, maybe it can be a good solution.
But ... I tryed to exporte my svg file to .shape but it doesn't work
Have you a solution ?
And how can i add connector on my symbol?
