I am a novice and looking for a program to use to create graphics for TShirt printing and flyers for the NonProfit I work with. If I purchase vector art and download it will I be able to make changes and tweak the vector image to suit our desired designs with Inkscape?

Hi. It all depends on the format you retreives.

I suggest you ask the seller of the art products if the files is compatible with Inkscape.
