Here's a link to something a gamer did for a game with PS and some pix taken from google earth.

Question: Can inky do this and if so could someone tell me how?

Import the raster image from google (or where ever), then draw shapes with the Pencil tool to mark those different areas on the map. Set the stroke color of the shape to a color you like, then use the same color on Fill but reduce it's opacity (the field A (alpha), not the Opacity slider because that one applies to the whole object including stroke color.)

For text choose a nice military font and type what you need in green, then make a Linked offset of the text (move the mark away from text to make it larger), blur it and make it black.

This should be enough for you to play with, you should try reading one of the manuals or tutorials under Help menu in Inkscape to get you started.

Yo, ug, how much more specific could I have been? I showed a link to a pic and asked if inkscape could make on like it. Pretty specific, actually.

And I gave you a specific answer to that question which was "yes". But you've also asked "how". You haven't told us what you know. You haven't told us what you don't know. All I know is that you know how to spell "Inkscape". You might not know what a node is, or you might know the Inkscape Guide backwards. Having said that, I assume prkos provided you with the information at a level matching your understanding of Inkscape.

Off topic:
If you haven't already read the entire How to ask questions the smart way, (and you should) I also recommend you read 3.2 Use meaningful, specific subject. Unfortunately you won't be able to correct as an unregistered user, but please keep it in mind for future reference.

And I gave you a specific answer to that question which was "yes". But you've also asked "how". You haven't told us what you know. You haven't told us what you don't know.
