Hi ,
I need help in Inkscape... I have some designs that a company I am submitting to that needs my designs in eps to become "cutable" meaning in the wire frame they are outlined and easy to cut for wall art and stickers. HOW do I do this in Inkscape? Your help appreciated!

I'm not sure if I can help. I know that EPS is a vector format, but I don't know if that means that the entire image is vectorred. If it is, then you should be pretty much ready to go. But it sounds like they aren't.
Could you provide us the image, so we can investigate? Perhaps Inkscape's Trace Bitmap feature could be used to vectorize it (turn the lines into paths, which are where the cutting would occur). But it's hard to say. They may already be paths, but just need to be edited slightly.
