Wondering if there is a version of InkCut for windows or a way for running the linux bassed version in window's ?

Hi.
Running Linux programs under Windows is easy using a Virtual Machine (VM) system.
One excellent VM is Oracle Vitualbox which is free.
One of the "beauty's" of running Linux as a VM is you can have several different distributions of Linux
(OpenSUSE, Fedora, Ubuntu etc) running (even at the same time).
This will allow you to figure out the "best" (for your needs) distribution.

Looks like you can make it work on windows with a bit of tweaking
