Using filters from svg (OCAL, clker)

Hi guys,
I am using Inkscape few years but I did not use the advanced options. Recently after downloading the 0.46 version I discovered new features and found nice Filter examples on clker.com like this:

Problem is, that I do not know, how to use them. I tried to google something but found only one tutorial here - but it is youtube video and because of my poor vision I am not able to see, what to do. :tool_zoom:

Can anybody give me an advice? :?

thanks much guys!

I also found the filter effects tool so I can use the predefined effects made by other Inkscape user now. Perfect :)
