All the text in the menus, rulers, etc are displaying as squares when I installed the latest Inkscape (0.92.4) to my Windows 10 x64 system. Language translations are all installed, so it doesn't look like a "missing language pack" issue. I tried changing the language but it had no effect. Deleting the preferences file and relaunching did not fix this. Neither did installing a few additional Windows 10 language packs. Have others had this issue?
I uninstalled the previous version of Inkscape I had before installing 0.92.4. The previous version was installed before I performed a Windows 7 -> Windows 10 update. Could the update have broken something in such a way that uninstallation did not fix it?

Have you tried reverting to 0.92.3, just as a troubleshooting step?

Yes I did. This did not help. I also tried installing 0.91 but it got an error on launch and couldn't start.

Looks like Inkskape crash / exits instantly when I select the text tool and click it on the page.

Side note, I cannot save the Inkscape/etc/fonts/fonts.conf file - it's being held by another program - even if Inkscape is not running. Could it be held up by Windows Security, and has it perhaps prevented the font configuration from updating properly? Just guessing here but let's see....

I tried installing a couple of other open source graphics programs (Synfig Studio, The GIMP) and it turns out they have exactly the same problem. Synfig's UI text is broken, and GIMP crashes after launch, stuck looking for fonts.
So it turns out this issue is not specific to Inkscape. I apologize for posting here about it, should have poked around more first. There's something broken with my Windows fonts, or perhaps some UI library that Inkscape, Synfig and GIMP are sharing.

The issue appears to have something to do with GTK+ being broken or getting configured wrong, but I've been unable to solve it by un/reinstalling GIMP and the GTK+ runtime.

You right it looks like a general font issue with gtk (pango dll?) (and not only inkscape).
It looks a bit like this one https://github.com/tomboy-notes/tomboy/issues/60
Maybe you can set a defaut font in gtk ? https://forum.gtkd.org/groups/GtkD/thread/57/
But -if it ever worked- this wll probably only fix it in the UI, inkscape will probably still fail when adding text into your document.

"Trying to select fonts crashes the application" - I can select fonts from the list. However clicking with the text tool on the page causes an instant crash (no error message, the program just shuts out).

This one looks promising. It seems that the MS .NET framework is broken in my Windows 10. I tried to run the setup / installer to repair it, but it crashes with an error. Same if I attempt to uninstall it.
Unfortunately I cannot find the settings.ini file under C:\Program Files (x86)\GTK2-Runtime\ , can't be sure which file the settings are stored in. :/
FreeType, not sure if this is related. I cannot verify if the text tool is broken since it crashes the application but the main problem is in the menu/GUI fonts of open source apps using GTK (Inkscape, Synfig, the GIMP).

It appears that Microsoft .NET framework is broken in my Windows 10 installation. Unfortunately the installer and repair utilities avaialble on the .NET site are unable to repair un/reinstall it, they fail with a "serious error" (no details). It may be I'll have to do a full clean install of Windows 10 to get this to work. This looks like it could be one possible cause for the broken menu fonts (see previous messager re: Tomboy issues)
Fortunately I'm getting a whole new PC soon so this should be happening in the near future in any case.

Side note: I tried uninstalling the installer Inkscape, and installing the one through Windows 10 App Store instead. Same problem, that didn't fix it.
