Hello I was wondering how i could get the outside outline of this vector but also the eyes and ears. I've tried using stroke but it stokes everything. Your help is appreciated.

I'd first make a copy in place on another layer.

The body head and ear are compound paths that can be broken apart. Then the outline can be made with Union-Path and the eye/ear can be stroked.

The other bits will need to deleted and the original can be on the top layer and the stroked outline below. The ear and eye strokes stacked in the proper z order.
