I'm sure there was a version of inkscape with the inkboard collaboration tool embedded, now I have gotten interested in using this again I can't seem to find it in the software, was it dropped?

It was removed temporarily because some bugs were too nasty to include. When they are fixed or when a better solution comes along it will be included again. If you need more details I guess you'll have to ask on the dev mailing list.
