Paste In Place Stops Working

Paste In Place Stops Working

I have a 2014 Macbook Pro running Yosemite (I've already made the suggested changes to the pasteboard). I keep running into an issue where when I copy and then paste-in-place it stops working. Usually after I've been working in a file for a while. Restarting the computer doesn't help. I've started using layers much more often; I don't know if that matters. Any ideas?

There must be some reason why you can't use Duplicate? (Edit menu)
