Hi,
I'm new to inkscape and also to any kind of illustration software, so forgive me for being ignorant.
I'm starting to do some sand carving as a hobbies and to make a stencil with a photo image i need to print out an object that shows clear(white) because that is what the velum will blast on my glass.
How can I do this?

I'm not sure what you're doing but try making the fill colour white.

could you provide a link to show us what a stencil looks like, ideally with its original photograph, so we could provide better advice?
For instance, if you just need an inverted, grey-scale version of a picture, you'd be better using a photo-editing tool, such as the Gimp. If you need to turn a photo into a vector format, then Inkscape is the right thing, and we can tell you how; but show us what you need.

Inkscape's the wrong tool.
Open the image in Gimp, Select Colours->Invert, and you're done.
Or in MS Paint, Image -> Invert Colors (ctrl-I)

Not true with 0.46 devel :
1°to invert a bitmap do Filters/Color/Invert ;
2° to invert a drawing you can do the same, however the best in this case is to draw a white rectangle as a background, then group all objects with it and then apply the filter.
