Not sure if any of you have caught the posting by Bryce Harrington on the Inkscape mailing list but Inkscape 0.46 was released today. So far there are only Ubuntu packages until binaries for other platforms are built. If you are an Ubuntu user then you can grab it a little early.

I've just tried to install the new version 0.46 for Windows but it does not work. It's missing libpng12.dll.
And I would like to add that I've discovered this tool since 3 days and I find it really well done.

I am having the same "missing libpng12.dll" problem on my Windows XP Pro system. I had been using Inkscape 0.45.1 for some time and it was loading fine and working pretty well. Today, I downloaded 0.46pre4 for Windows (latest version), the .exe file version. When I ran the .exe to install it, it said I wanted me to uninstall 0.45.1 first. I let it do that. Then, it said that it completed the install of 0.46. However, when I try to run it, I get the "Application failed to start because libpng12.dll was missing" error box. I tried reinstalling and rebooting multiple times, but libpng12.dll isn't there. I searched the C: drive and the only file I find for "libpng*.dll" is libpng13.dll in the Inkscape program files folder.

Someone should report the missing DLL problem on Launchpad.

In the meantime, you may be able to get Inkscape working using the libpng12.dll from the GnuWin32 libpng distribution.

This has been reported as bug 208433.

The reporter says that renaming libpng13.dll to libpng12.dll works. (I think it would be safer to copy libpng13.dll to libpng12.dll, as it's possible that Inkscape needs libpng13.dll at some point.)

New version of Windows only 0.46pre4 on Sourceforge, with the missing dll. Should be fully sorted with new libcairo-2.dll in a few days (which only looks for libpng13.dll).

Please test this version, and if we don't find any major bugs we will move to a proper 0.46 release early next week.
