Does anyone know hot to make windows vista ultimate style wallpapers?
I want to make that blue and green line effect from here http://www.chiragbatra.com/blog/content ... /vista.png
so I can use it in my wallpapers.

You'll need gradients, opacity, blur (and maybe blend effect if you're familiar with it but its not something you can't do without).
Some parts are easier done as objects that are a bit bigger than the drawing so you don't see their ends, and some parts are easier done with lines. For example lets draw the green line on the bottom right. Draw a nice curved line (2 nodes are all you need, no more). Set the fill to None, and stroke to green and make the stroke 3px wide. Blur that path 2%. Now duplicate that path, remove the blur on the new path and set its stroke to 1.5px. You may also want to reduce its opacity to 50% to soften it. Now move it just a bit down and right to get it exactly as in your image.
The rest of it seems like a bunch of lines with different colors, I see 2 white thin lines (do them like the green above), one thicker blue one etc....
I think you got enough to try something yourself. Post it on the forum when you finish

Btw, no, I'm not familiar with the blend effect. What is it? And where is it? Just so I won't try to do something the hard way.
And that vista wallpaper's lines look like they used that blooming effect (especially those lines that start in top right corner). Like laser blooming. With what software can I do that? (I'll do it on the exported png or even better, in Inkscape if possible (any other, more made-for-that way than blurring?)) And the some lines are more blurred on one end and less blurred on the other.

It can be found in the inkscape .46 development version Object> Filter Effects.
Using the effects can be found in this draft documentation

Fred is a guy who uses inscape to create wallpapers (Look at Zenwalk SVGs) if you take a look at his ZenSea you may get an idea of how to pull this off with the combination of the blend filter

Im not sure about the blooming effect (Inkscape doesn't have it), but if you want lines that fade on one end use masking: http://tavmjong.free.fr/INKSCAPE/MANUAL ... sking.html
make a rectangle (above the line) big enough to cover the line, set its fill to black and white linear gradient, and orient the gradient to more or less follow the line. Then select both the line and the rectangle and go Object > Mask > Set

Sorry for the late response. I finished the wallpaper quite a while ago, but I didn't think it was worth uploading it here. It doesn't look very good, tho' it's not all that bad either. It's more to the positive side, but when I look at what I tried to make it, I see it's a fail. Just, umm, where to upload?

The background's transparent, so you can set it's color (works in kde, don't know about other DEs). Looks best with black background.
I give you full right to use it for anything you want and do with it whatever you like, under one condition: if you change it, you must license it the same way or GPL or LGPL or something free.
