Hi, I tried registering but I got no confirmation email. I requested a resend but still nothing. I'll keep waiting for it (yes I did check my spam folder).
Anyway, I don't know if this is even possible with current SVG standards, but does something like Adobe Flash's 9-Slice scaling method exist? Can it be used in Inkscape and saved as SVG?
If you don't know what 9-Slice is, try this link.
Does something like 9-slice exist in Inkscape/SVG?

No need to, I got the email (both of them actually). It took a looong time, I checked my email yesterday for 6-7 hours after registering and nothing. This morning I got it.Re: Does something like 9-slice exist in Inkscape/SVG?
If you're looking to scale a rectangle with rounded corners without distorting the corner there is a toggle on the tool control bar that controls this Affect. It's the second one from the left after the Affect label.

I know about that, but that only works in Inkscape. I want the resulting SVG to be scalable like that (by any SVG-handling application, especially ImageMagick).

How an SVG is edited is not defined by the SVG standard. There is no mechanism to tell an editor when to scale the rounded corners and when not to. That's up to the editor itself to decide. If you want ImageMagick to behave that way you'll need to talk to the developers of ImageMagick.
