I think Inkscape can do this with the new Filters (turbulence), but its not the best tool for that. Better use Gimp for textures .

I think it's possible to make textures like that in inkscape 0.45 but not as easily as with bitmaps like Gimp. In fact, the technique I'm thinking of starts with a bitmap of some noisy image. For instance, take your image above, open in inkscape and to trace bitmap-->colors with about 16 scans and you get a pretty cool texture.
