I have a simple image that is white and gold (#fdb414) without any black line art. I color the image in Gimp and then after opening it in Inkscape I use trace bitmap to change it into a vector, however it alters the color oh so slightly to #fbb213.
Attempting to color after the trace bitmap returns the file to a pixelated raster.
I'm on Ubuntu if that's of any importance.

How are you attempting to color it? Are you sure you're looking at the new vector objects? If you used the Stack Scans option, the new vector paths will be right on top of the raster image, and it may be showing through, and tricking you into thinking it's rasterized.
Even though the raster image appears to only have 2 colors, Trace Bitmap may see more in the pixels. You can try adding more colors (scans)(assuming you're using Colors in the multiple scan section of the dialog). Try with 3 or 4 colors, and you might see it giving the correct color.

I was using object --> fill and stroke to color it.
You were right though; the raster image beneath was showing through for some reason. I deleted it and was able to color the vector without a hitch.
