And why is there no context menu ? Wouldnt the Copy command make more sense ?

Wow! Your query is wonderful.
For example; take a rectangle tool and draw an arbitrary rectangle. Now, right click on each of those
boxes (for example W or H). There is a list of some nicely defined sizes. Try selecting one of
them and see what happens (Please don't select a large number, your rectangle will become
awfully big).

I still dont see how these numbers are more useful than a copy/paste menu.
Tried what epiphany2 suggests, and the numbers i get are just as random as my random rectangle.

Its kind of useful when you accidentally typed in 699 or 700,1 and it gives you the option of 700.

Wow, I never noticed that before! And I copy/paste numbers into those fields all the time! I notice that I either have to right-click twice, or wait a long moment and make a single right-click to get it.
I've probably never seen it, because I always start by highlighting the field, either with mouse drag or Ctrl A. And then Ctrl C to copy and Ctrl V to paste.
It seems fairly traditional to highlight whatever you want to copy first. If I had to guess, I would guess that some developer thought those dimension shortcuts would be more useful. And maybe they are for some people, I don't know. But since even most newbies know how to use Ctrl A, X, C, and V, this would be a way to pack additional functionality in to the Selection tool.
That's just a guess, but you'll notice all over Inkscape, where developers have found ways to pack in more functionality where you wouldn't expect it to be. It might be an interesting exercise to consider, if you or I thought such dimension shortcuts would be useful for the Selection tool, where else would you put them?
I don't know, but it might be possible to make those appear only when the mouse is over the spin arrows? Maybe they could put a context menu in, if your mouse is over the field? Or vice versa. Personally, I'm so used to using the key shortcuts, I wouldn't use a context menu in that place. But you'd be welcome to submit a feature request.
Hah - Wow, you should see the menu for the Node tool control bar - it's huge, compared to Selection! Oh yeah man, a LOT of the control bars have those menus, even for slider bars, such as in Calligraphy control bar!
