[solved] Bluring and printing
I designed a number and blurred the outline. When I print it, it comes out a blacked out square block around the number. No blur effect. Does the blurring need to be changed to a different format ?

People will need to know from what format you printed.
Svg ? PDF ? Png ?

Also Inkscape version and operating system please.
I think this is a known bug.....let's see if I can find a report....

Since [win64] is prepended to the title, I wonder if that means it's only happening in the 64-bit version (of Inkscape version 0.91). I can think of a couple of ways around this problem. 1 - you could try installing 32-bit version of 0.91, or 2 - you could put a white rectangle behind the drawing.
I don't know for a fact that either one of those 2 will work. (I didn't read the entire bug report.) But worth a try. Or another idea, depending on which format you sent to the printer, it might work to use a different format. For example, if you didn't already try, maybe PDF would work?

Thanks , I am running windows 64, window 10, copy was in a svg format when I printed.

I tried a white panel behind the letter. When i previewed the print it's still has a black blocked out area.

Hhm, yes, I thought that might happen.
I don't think you'll have much luck with PDF, since it suffers with this same, or at least similar bug (transparent areas look black).
What about if you export to PNG (File menu)? Then print from the PNG. You'll have to keep the white rectangle behind the entire blur area. If I understand the bug correctly, that should eliminate the transparency which is causing the trouble; yet it will still dispaly the blur that you want.
