I stumbled over this excellent Forum after I downloaded Inkscape and searched the Internet for explanations on how to use the software. There seems to be numerous talented and dedicated members over here, and after having spent a couple of days reading, I decided to register.
As I am a total beginner, you may find that I am asking questions the answer of which is quite obvious to you. So please, bear with me.
I have read the Forum's rules and taken note that the first five messages need to be moderated. Should I wait until the 6th message before I can post in the “Work in progress” section?

Welcome Tipram!
Actually it's only the first 2 messages that are moderated. But until they are, all your message are held in the queue. So if you post 5 messages the first time you visit, they all have to wait for moderation. So you've posted one now. If you post one more, and wait for it to be approved, then all your future messages will be posted immediately after you submit them. If you post 3 now, they all still have to wait in moderation. But after they're approved, all your future messages will be posted immediately.
In any case, you can post anywhere in the forum, including WIP. The only other restriction is that you can't create a signature.....I think THAT is until after you've posted 5 messages. Actually I'm not sure, it might just be the same first 2 messages, but for some reason, 5 sticks in my mind.
Also I'd like to direct your attention to the Help menu, which contains a link to the online manual, as well as to the links in my signature, which will help you solve problems on your own. We're always here to help, if you get stuck. But it always amazes me how much I can learn on my own with manuals and tutorials and such.

My first question is about posting an image in the WIP section.
In the FAQ section, Micro wrote that:

Would anyone tell me what I should do?
The image is on my hard drive, and therefore, there it has no url.
I am quite sure that my question is silly and I am missing something basic, but my knowledge of the Internet is more than limited.

Some subforums have attachments enabled, so you can upload the image from your hard drive. You can try it out on this thread if you like, but you have to go to Full editor reply to see the Upload attachment tab below the text area where you're entering the reply.
There is also a lot of free online services where you can upload the image, and use the image URL with the Img button for BBCode, also in the Full editor mode. You can find some of those services listed in the forum FAQ, they should all allow you to upload SVG format, while you can find even more service online that let you upload raster image formats.

I don't think file uploads are allowed in the WIP forum. But if you'll be asking questions about how to accomplish something, you could post it in the Help forum, where uploads ARE allowed.
But if you just want to show your progress on an image, you should find a regular image host, such as those listed in this topic viewtopic.php?f=5&t=7 After you upload your image to a host, you will be given a URL, which you can then use to follow those instructions
(I've had good experience with ImageShack, but they don't accept SVG format. I've also had good experience with imgh.us which does accept SVG.)
