How do I cut out an image and re paste it onto another image?
I have a picture in which I want to remove the back ground and just keep the center image. I then want to move that center image and pasted it on to another picture/poster that am working on?

You are aware that Inkscape is a vector editing software, right?
You could have heard that "picture" or "image" usually refers to raster image, right?
Also, you might be aware of the GIMP raster image editing software, right?
Perhaps you`ve heard of SIOX?

Thanks, the SIOX method seems to be what I need tho it looks very complected to do? am completely new at this and I have no idea what vector editing/GIMP or raster means

Mr. Google shall clear all of your doubts ,) Try with "bitmap image editing" "raster vs vector" or just take a peek in Wikipedia.
From your original post, it sounds like you need to edit an image ( .png, .jpg, .jpeg or similar file type) and Inkscape might not be the right tool for that task. GIMP is like Inkscape also free, but both are still incapable of reading users minds ,) You`ll have to learn how to use these tools before you`re ready for making posters.
You could also try to, turn left on Albuquerque, and look out for GIMP tutorials on YouTube - "gimp remove background" "gimp background removal". You might even get lucky and find appropriate tutorial from the search list.
