If I understand from the various Inkscape resources, it's not possible to create a custom palette in Inkscape. It sounds like one can create a custom palette in GIMP and another couple of graphics programs, and then save them in Inkscape for later use. But creating a custom palette using nothing but Inkscape is not yet possible. Is that correct?

Yes, that is correct. hopefully it will come soon as I think it is a much needed feature. Currently I don't use the colour palette at all because I can't define my own colours quickly and easily.

Ah
I've been playing around with tesselations, and currently working on a project with a whole bunch of small identical shapes. I'm also using it as an exercise in understanding colors and color codes. So I'm coloring many, many, many, identical small shapes using the same 15 or 20 related colors. And it's WAY easier to have them displayed and accessible in the palette area, than calling up the Fill and Stroke dialog for every single object.
So anyway, thanks for your help

Nop. Try File->Save as->Gimp Palette. (share/palettes)
It takes all colors in the document and puts it into some gpl file. Inkscape requires a restart for loading the new palette.

Um, I did not have to restart to load the new palette. But I think I did it differently than you describe, aho. Knowing myself, I've probably done it the hard way, lol!
I opened GIMP, created the palette as I wanted it, and saved it in the GIMP. Then I copied it from....RATS!! I can't remember exactly where I copied it from, but I think it was C: > Docs and Settings > Owner > .gimp 2.2 > palettes. All my custom palettes made in the GIMP are found here. I have to admit that I don't know why the custom made palettes are kept here, while all the other (pre-defined) palettes are kept in the Program Files directory. Seems to me they should all be in the same place. Anyway, I pasted it into C: > Program Files > Inkscape > share > palettes. And it was immediately available for use in Inkscape -- no restart of either Inkscape itself OR the computer!

Inkscape 0.45.1 (and even the very latest build) require a restart (that is: closing and restarting if it was already running at the time of the palette creation). The palettes directory is only scanned once at startup.

With multi-user setups the current user may lack writing access to the programs folder. That's the reason why applications are supposed to save their stuff in the user dir (which is writable by definition).
