Newbie Question
Good day, just would like to ask how can I adjust the size of that huge toolbox ( not sure what it's called ) at the top below the menus?

Welcome to InkscapeForum!
Whoa! I'm not sure what might have happened to make your copy of Inkscape so malformed. But something is definitely not right! That's the tool control bar, and it shouldn't be any taller than the icons.
What is your operating system, and which version of Inkscape did you install? Also, are you using an unusual screen resolution, perhaps some setup for visual impairment? Also, check the bottom of the View menu. Is it set for Default, Custom or Wide?
My control bar got really tall once too, but I can't remember how I fixed it. I can't remember what caused it either
Also, I see that your command bar is apparently hidden. Maybe just setting it to show up would help? That's View menu > Show/Hide > Command bar. Just for now, make sure that everything is visible.

I'm running Inkscape 0.48.3.1 on Xubuntu 12.04.
My view is set to default and I'm pretty sure my screen's normal : |
I tried hiding and un-hiding the control bar and it worked. Though after relaunching Inkscape, it became jumbo again.: /

Hhmmm....I'm not sure if you understood me. There should be 3 bars above the canvas -- the menu bar, the command bar and the tool control bar. (Basics - Help menu > Tutorials

here's my inkscape with default view..
and nope...all bars are were visible and active after installing it. the command bar just got drag and floated somewhere at the edge of my screen when I was exploring inkscape

You seem to be using a (custom ?) partially broken Gtk icon theme (maybe part of a custom desktop gtk theme), which triggers this kind of large minimal height for the tool controls bar - check all controls bars of all tools to find out which icon triggers that unexpected minimal height for the toolbar.
Can be triggered by various custom icon themes which define odd (or wrong) icon sizes - see e.g. this older topic «Stop Ubuntu stock system icons overriding Inkscape icons?» which also uses a custom icon theme for the desktop…

I had that happen, and it about drove me crazy. I wonder why we inkscape doesn't have the option to simply drag it back...
Anyway, I ended up re-installing the program to get it all back to normal, it was the quickest thing to do and it's fine now. But, I don't
have any custom things that could affect it.

I tried switching to a different icon theme and it worked! Never thought icon themes can affect some applications
