Yes, it's me again, with yet another question!
Linked offset -- is there a way to set the offset a particular distance from the original? Or can it only by done by "eyeballing it"?

This seems to work:
Select the linked offset object, then open the XML Editor. Change the value for the attribute inkscape:radius to the amount of offset you need to apply.
