Note: I've split this post into a new thread, as it didn't really relate to the one it was posted in.

The short answer is to turn off snapping - pressing the "%" key will do the job. There's more information about snapping in the manual.

I don't think it answers his question.
I am also having the same trouble. We don't want to disable snapping. We want to use snapping but just disable those messages when we are trying to move objects.
Any solution, appreciated?

First, I think actually the original person's issue was fixed by Xav's suggestion, (turn it off, draw the circle, turn it back on) unless you know that person? It was two years ago...

To address your issue, why is the message bothering you? The programmers have made it so the message appears far enough away from the snapping location, and the information contained in the popup message is useful and not seen anywhere else. In other words, the message can't get in the way of novices, and is an essential part of Inkscape for advanced users, who might be using a combination of snapping targets, to know if the snap is to the grid, a guide, the path or a node.

If you really want to turn it off, in the preferences/behavior/snapping you can uncheck the box that says 'enable snap indicator'. Doing so will also turn off the tiny little 'X' icon that very helpfully shows when a snap has occurred. There is no reason that I can think of that disabling this will be useful, but the option is there.

And no, you can't keep the "X" and not have the message.
Your mind is what you think it is.
