Lets say i have a texteffect with gradients, dropshadows, a shadowmat (=dynamic offset), an outer glow, etc.
Each element has its own layer.

When i highlight a specific layer and then click on the object on that layer, i expect this object to be selected.
Instead Inkscape still selects the object with the hightest z-order and changes layers.

Is there a way to select the object directly when i have a specific layer highlighted ?

Yes. Inkscape Preferences > Behavior > Selecting > Select only in current layer.

However, once you choose that, you'll always have to select the layer, to select the top object. I guess in Inkscape, it's one or the other, but not both at the same time.

hm, i have these options ticked, it seems it is not doing what you suggest

Which options, specifically, do you have checked?

Oh, nevermind, you can only have 1 of those 3 selected. But still, which one do use? (so we can test)

Oh wait, I see what the problem is. If you hold your mouse over each option, in Inks Prefs, it gives you a "tool tip" text, explaining each option. It looks like these options only work for selecting via keyboard.

Would make a nice feature request, though
