On my system, a font was available & working in other apps like GIMP and LibreOffice, but not Inkscape. Somehow, that font was found in the system font folder, but not properly "installed" by Windows. A properties query on the font showed it to reside in another folder also, so I used the Windows Install Font process to install from the other location and then the font was working in Inkscape.
I don't think the font was installed by Windows using a shortcut. However, I have found that fonts that are installed using a shortcut are NOT found by Inkscape, but are found and work in Libreoffice. (GIMP seems to ignore fonts installed by shortcuts, with at least one exception: "MT Extra".)

Windows can install fonts to the system without copying the files to the Fonts folder:

Font handling in Inkscape is still a little "rough around the edges", I tried to use a font that represents the display characters of my trusty old HP-41CV calculator.
The font works as a charm in other programs but not in Inkscape, the font is just rendered with whatever the "default" font is.
When using the font in eg Word and cutting from Word and pasting in Inkscape - inkscape crashes in a puff of smoke!
(It does not even save a backup of the document as in other "crashes")
I tried the font on both developers version 0.91pre3 r13670 and stable release 048.4.

Bitmap fonts are a no-go. Others like ps fonts may or may not. The ones in red (above pic) are no-go.
