When I open a 32x32 pixel Illustrator CS3 file in inkscape that has an explicit 0:0:32:32 crop box (and i choose in inkscape to use the crop box).... the Document Properties window shows that it is 40x40.
I've inspected the file in a text editor and verified that the crop box, art box, clip box, and media box are all set to 0:0:32:32 and I have tried using each of these boxes when opening the file in inkscape. It always shows up as 40x40.
There's a blurb in the FAQ that addresses something similar:

... but it implies that this problem only affects raster images. It says that 90 dpi is assumed when bringing in raster graphic files and if there's a mismatch (eg: 72 vs 90), the image will be scaled accordingly.
This may not be the problem at all. I can't really get my head around why this would affect a vector file though.
Does anybody know what I can do about this? I need 32 pixels to be 32 pixels... across the board.

I believe your suspicions of difference in dpi is correct (72/90=0.8, 32/40=0.8). If you're exporting the image as bitmap for use, then simple change the DPI in the export dialog to 72 and it'll create the correct sized bitmap. Otherwise, select your entire drawing manually scale it.
