But there is something weird with this map and I haven't got it figured out. There is apparently a bitmap underneath with svg files on top. So I can select all in all layers, then group then and move it but the map itself I cannot select. See picture: http://s304.photobucket.com/albums/nn177/Ptolemeus/?action=view¤t=Inkscape2.png.
Why can I not select the map itself and work with it?

There's no bitmap, it's just that some of the layers are locked. Open the layers dialog (Shift+Ctrl+L) and unlock them all.
