1. Find a font that resembles what you want and type you're text.
2. Convert text to path.
3. Path>break apart.
4. Now you'll have to select the P and the path that was created for the inside of the P (just click and drag over the P to select both) and do Path>Combine.
5. Maneuver the letters to the appropriate positions. In the example you give maneuver it so that the T and P are touching.
6. Select both T and P and Path>Union.
7. To get back to one object you can now select all the letters and do either Path>Combine or Object>Group. Or you could leave it as three separate paths/objects. Select all the text and set Stroke to black (I went with stroke thickiness of 10px) and Fill to white.
I didn't have the exact right font but I think it's close enough. I used Maiandra and after doing the final Path>Combine I did Path>Simplify x2 to get the looser look of your example. I then rotated it a bit to get a little bit of skew.
