Hi.
I am trying to design a website using inkscape for the art and layout.
Ultimately, I am looking for a large scrollable frame in the center of the screen, links across the top of said frame, and a slogan at the bottom of the screen which changes when clicked upon.
Any suggestions?

You can make website mock-up in Inkscape, but don't expect Inkscape to code it for you. There is a basic html exporter, but I doubt it will create anything usable for you: http://code.google.com/p/saws/ . You could also make entirely SVG-based website, but it would be useless for most of the visitors. So the best way would be: make design in Inksape -> slice/export different parts to png/jpg -> implement it in text editor. And remember: frames are evil
