Creating Digital smoke

I came across this tutorial on creating "digital smoke" and was wondering is the interpolate filter supposed the act the same as the blend effect in illy or is there another extension in inkscape that accomplished the blend effect?

Yes Interpolate with Interpolate style ticked is very similar to Blend, I don't think theres another tool that could come closer.
