I use Ctrl+Shift+A to spread away the "Align" panel, um Ctrl+Shift+F to open the "Color" panel, this works fine when the snowboard are closed, but if the panels are minimized/folded, they won't show again. So I have to close them and then the shortcuts will continue to work again.
This issue happens to another individual?
My os is Ubuntu 14. 04 x64, and the behaviour is present since a whole lot of inkscape versions before.

It's a known bug. It probably won't be fixed before the next major Inkscape version, which will (most probably) be Inkscape 1.0.
Something doesn't work? - Keeping an eye on the status bar can save you a lot of time!
