I am using Inkscape on a Mac. Whenever I save a drawing that used the blur tool,the effect disappears. The blur is there when I am working on the drawing, but when I open a saved file, the effect is gone.

... and you're definitely saving as SVG?

I'm not a Safari users, but this could be a limitation of your browser. Try opening the SVG in Firefox or Opera (Opera has better support for SVG than Firefox) and see if it looks ok.

There are some limitation when saving a SVG as PDF. I can never remember exactly which effects don't don't translate. If you share your SVG I can see what Inkscape on Windows does and then we'll know if this is a Mac issue or not.
