I have the latest version of Inkscape.
I am attempting to adjust the kerning between individual letters using either the kerning tool on the tool bar or selecting the letters to be altered and using shift + alt + arrow or alt+arrow: None of the latter two options work at all; with the first method, I an type in the kerning amounts and hit enter to get movement; when I use the little up/down arrow keys on the kerning tool to change the kerning, it has no affect on the kerning.

I am trying to follow along on a video (https://www.youtube.com/watch?v=mX7Nbj1xFco) and none of the moderator's manual methods work.

Any suggestions?

Did the text originate in Inkscape?

If not, you may need to use Menu:Text>Remove Manual Kerns before the kerning tools work.

When using the spinbox in the toolbar, highlighting the letter will move just that letter. Highlighting more than one letter will move them as a group, with the space ahead of the leftmost letter changing (western l-r writing direction).

In Windows.

What did you do to get it to work? I'm having the same problem. I can manually type in a value but using the up or down arrows sets the value to 0. Also, when I manually enter a value then hit enter, the value changes. For example, if I select all the text and enter a value of 10, the letters all space out as desired, but the value displayed in the box is 0.11. Now if I hit the up or down arrows the value goes to 0 and the letters all move back to their original location.

Same is true for the space between word function. Works if I type it in manually, doesn't work if I try to use the arrows.

I am using version .91 portable. Haven't tried it yet on the fully installed version.

Well that doesn't help me any. ha! Guess I need to get around to installing the "normal" version and see if it has the same issue for me.

Ok, finally got around to installing the normal version and the Kerning works just fine, and it works on a fresh portable version install I just did as well so must be something on the other computer. I'll have to take a look at it Monday when I'm back on that machine.

Turns out it was just a glitch in the install on this computer. Did a fresh install of the portable version and the kerning works just fine now.
