I'm running Windows XP & want to know if the fonts in Inkscape are Inkscape fonts dowloaded with the program or is Inksape using the fonts that come with Windows XP

Your Installation of Inkscape will load the fonts that are installed on your computer, and should make them available for use any time you have the text tool open.
Inkscape doesn't install fonts of its own when you install the program.

Just install the fonts you want to use on your computer, and Inkscape should be able to
find and use them.
